This report outlines a critical turning point in Malaysia’s social housing agenda, shifting from diagnosing current challenges to proposing a forward–looking, sustainable model. Drawing on extensive research and data collection, it highlights systemic issues in financing, governance and design that have led to declining housing quality, inefficiencies and reduced liveability for low–income communities.
It argues that existing approaches that relies heavily on subsidies, fragmented institutional roles and outdated design standards are no longer viable. The report also underscores the social consequences of poor housing, including economic vulnerability, health risks and limited upward mobility.
To address this, it proposes a holistic transformation of the housing ecosystem. Ultimately, the report calls for a shift towards a more inclusive, resilient and future–ready social housing system aligned with Malaysia’s broader development ambitions.
